Job Description Summary

The Enterprise Northern California office is seeking a Program Officer to join our dynamic Building Sustainable Communities team, working to address the interlocking housing and climate change crises through the creation of sustainable, affordable and equitable communities.

Job Description

The Program Officer’s central role will be to deliver technical assistance (TA) to affordable housing developers, community-based organizations and public agencies throughout the Bay Area, largely in connection to funding applications for the State’s Affordable Housing and Sustainable Communities (AHSC) program. In this capacity, the Program Officer will work extensively with external partners in both the private and public sector to leverage Enterprise’s tools, policy expertise, technical skills and organizational strategies to support the design, financing and implementation of capital projects that meaningfully integrate quality housing, public transportation, public infrastructure and urban greening.  The Program Officer will work closely with multi-disciplinary teams to develop competitive scopes of work inclusive of housing, transportation and greening projects that are meaningfully responsive to community input.   Training on the AHSC program will be provided.

In addition to our AHSC technical assistance, the Program Officer will also have exciting opportunities to work on other related projects that advance sustainable, equitable development.  This work may include:

  • Engaging in policy and advocacy work and participating in thought leadership activities and collaborative roundtables to advance policies and programs at the intersection of housing, transportation, and climate
  • Advancing Enterprise’s climate resiliency programming through delivering trainings, convenings and webinars, in collaboration with our National initiatives team
  • Developing new programmatic initiatives related to more sustainable building practices, including advancing equitable building decarbonization

The Program Officer must be a skilled communicator who is action-oriented and able to quickly and effectively solve problems. Given Enterprise’s diverse client base and the technically complex nature of the work, the Program Officer we seek is highly organized, detail oriented, and has excellent interpersonal skills.  In addition, the Program Officer can effectively bring together diverse stakeholders such as public partners, subconsultants and housing developers by growing existing relationships and making new connections.  Finally, the ideal candidate is a creative problem solver who is interested in leveraging our existing relationships, skills and bodies of work to make greater impact at the intersection of housing and climate justice.

The Program Officer’s body of work will focus primarily on the greater Bay Area.  This position reports to the Director for Building Sustainable Communities and will be part of Enterprise’s Northern California team. Currently NorCal office staff are primarily working remotely, however, the person in this role is expected to work out of the San Francisco office when conditions become safe to do so.

Job Responsibilities:

  • Implement the core activities of our AHSC technical assistance practice in NorCal, including year-round AHSC TA and capacity building and close collaboration with State and local government
  • Participate in various collaborative roundtables and thought leadership roles
  • With the Director and Policy team staff, engage in policy and advocacy work related to the integration of housing, transportation and climate equity
  • With support, explore new projects and opportunities to advance our work at the intersection of housing and climate equity, including equitable TOD, building decarbonization, etc.
  • Support and/or lead other special projects to advance affordable, equitable, sustainable housing and community development and resilience in the Bay Area
  • Participate in funding applications and contract and budget management processes
  • Participate actively as a part of the Building Sustainable Communities and Northern California Office teams; engage in robust internal conversations on race, equity and culture.

Job Qualifications:

  • Bachelor’s Degree, Undergraduate degree in city planning, public policy, public administration or another related field
  • Four (4) years of relevant work experience is required. A graduate degree may be substituted for up to two (2) years of experience

Other Qualifications

  • Strong technical knowledge in one or more of the following areas: housing finance and development, environmental sustainability, urban/land use planning, transportation planning, or similar field
  • Strong interpersonal skills, including the ability to collaborate with a diverse set of stakeholders and manage sensitive relationships
  • Strong oral and written communication skills
  • Outstanding project management skills and attention to detail
  • Ability to work on multiple projects simultaneously in a fast-paced environment
  • Able to operate independently under minimal supervision
  • Excellent computer skills, including Word, PowerPoint, and Excel; experience with or willingness to gain knowledge of additional collaborative software and platforms; GIS and/or other mapping software expertise a major plus
  • Demonstrated commitment to social and environmental justice
