The Chicago Metropolitan Agency for Planning (CMAP) is seeking to hire a research intern to perform performance based programming in the Policy & Programming Division. CMAP is our region’s official comprehensive planning organization. The agency and its partners are developing ON TO 2050, a new comprehensive regional plan to help the seven counties and 284 communities of northeastern Illinois implement strategies that address transportation, housing, economic development, open space, the environment, and other quality-of-life issues. Performance Based Programming Position Description
The intern will conduct research and analysis related to methods used to evaluate the benefits and costs of transportation infrastructure, the performance measures in use by other agencies, and other topics. Across these projects and tasks, the intern will be expected to emphasize the recommendations of ON TO 2050. The ideal candidate for this internship will have strengths in writing, quantitative analysis, and geographic information systems (GIS) skills as well as an interest in the practical application of transportation policy to project identification and
? Assist with policy analysis and research on methods of transportation project
? Assist with research that enhances the agency’s capacity to evaluate the safety,
reliability, congestion reduction, economic, livability, and other benefits of
transportation projects.
? Assist with data collection and processing of arterial speed data, incident and crash data,
and other large datasets.
? Write issue briefs that explain findings.
Knowledge, Skills, and Abilities:
? Excellent data management skills and the ability to collect, manipulate, and analyze
large data sources in spreadsheets and databases, as well as the ability to generate
findings from these data and present results.
? GIS skills are required. Statistical Analysis Software (SAS) skills are a plus, but not
? Demonstrated ability to independently complete research projects and produce reports
and issue briefs that are factual, original, compelling, and persuasive.
? A demonstrated interest in translating transportation policy to on-the-ground project
identification and selection.
Education and/or Experience:
? Applicants should be enrolled in a Master’s program in Public Policy, Planning,
Economics, Public Administration or a related field.
? Ability to work effectively in an environment using Microsoft Windows and Microsoft
Office products, ESRI GIS software, and adaptability to other software.
? Demonstrated skills with microcomputer databases and spreadsheets.
While interns will be supervised by CMAP staff, they will be expected to take a high level of
responsibility for their own work, and should be self-motivated.
Depending on the student’s availability, this is a full-time summer position beginning in May or June 2016. It could potentially continue into the 2016-17 school year, but that is not guaranteed.
