The Enterprise Northern CA office is seeking a Program Officer to join our dynamic Affordable Housing and Sustainable Communities (AHSC) team working to address the housing and climate change crises through the creation of sustainable, affordable and equitable communities. In coordination with other members of Enterprise’s team, the Program Officer will deliver technical assistance (TA) to affordable housing developers, community-based organizations and public agencies in Northern CA. S/he will report to our statewide AHSC Director, and closely coordinate with other members of the AHSC team as well as numerous internal and external partners. S/he will leverage Enterprise’s extensive tools, policy expertise, technical skills and organizational strategies to support the design, financing and implementation of capital projects that meaningfully integrate quality housing, public transportation, public infrastructure and urban greening. | |||||||||
Job Responsibilities | |||||||||
Specific activities the Program Officer is responsible for executing as part of our AHSC Technical Assistance (TA) Practice include program promotion, partner capacity building, guideline education, meeting facilitation and project management. The Program Officer will work closely with multi-disciplinary teams to develop competitive scopes of work inclusive of housing, transportation and greening projects that are meaningfully responsive to community input. Much of the technical assistance is fee-based so the Program Officer will coordinate closely with the Statewide AHSC TA Director on business planning to ensure the program is generating revenue to support our work. The Program Officer will also collaborate closely with the other AHSC program team members, including the Statewide AHSC TA Director, and the Southern California and Central Valley team members. The position may also involve working on related projects and assignments to advance sustainable, equitable development and support the work of the Northern California office.

Qualifications | |||||||||
The Program Officer must be a skilled communicator who is action-oriented and able to quickly and effectively solve problems. Given Enterprise’s diverse client base and the technically complex nature of the work, the Program Officer we seek is highly organized, detail-oriented and eager to utilize innovative project management methods to implement Enterprise’s AHSC practices. In addition, the Program Officer can effectively bring together diverse stakeholders such as public partners, subconsultants and housing developers by growing existing relationships and making new connections. The successful candidate is not expected to already be intimately familiar with the AHSC program at the time of hire; however, s/he must be eager to learn the program, comfortable asking questions, possess a body of skills and experience that are relevant to the work, and be keen on honing his/her skills. Training on the AHSC program will be provided.
